Downsize Video With Media Encoder

Hi All, I'm struggling a bit as I'm not familiar to Media Encoder.

I have a 800MB Video

Video: 7:50min

1080x1920

14268kbps

30.00 frames/second

Bit rate: 127kbps

Channels 2(stereo)

Audio Sample Rate - 44.100 kHz

My question is, How do I downsize the video to under 20MB. It will be used by my company as a tutorial and will thus be sent around via email. Any help welcome.
