Experiencing pixelation after export - I've tried what feels like everything to remedy

I'm attempting to export a video for YouTube at 1280x720. Source media is 60fps. I've exported at 60fps & 24fps, I get the same result. Here is a look at the current export settings in addition to the sequence settings. Also attached are screenshots of the media before and after export. What am I doing wrong?
