H264 freezing during export with 0:09 seconds left (someone save me)

I am trying to export a project in the standard H264/MP4 format. 

It has worked perfectly find until today, and for some reason it keeps freezing at 0:09 seconds. 

I exported this clip in MPEG4 3GPP just fine, but H264 isn't working.

Has anyone had a similar situation and fixed it?
