Hi, I recently installed the trial of premiere for CC 2017 and Media encoder CC 2017, but I do not have the h265 in export options, I read is available since CC 2015.1

Yes.  You are correct. H.265 cannot be used till a license is purchased.  This is the unfortunate codec license restriction.

I have the full license for 2017 premiere pro and it won't import H265 (hevc 1) files on two completely different mac computers, one a 2013 laptop running El Capitan and another a 2013 imac running yosemite.

Unfortunately, H.265 is not available for a trial use due to the codec license restriction.  In order to activate H.265, you need a license to either full Creative Cloud, Premiere Pro, After Effects or Prelude.
