How to get 220mpbs Apple ProRes HQ Export???

I am trying to convert a DNxHD HQ file to Apple ProRes HQ which should maintain the ~220mbps bitrate of the DNxHD file, however it gets converted to ~147mbps.  There are no obvious bitrate settings I can find in Media Encoder, I have tried every option in there I can find an still get ~147mbps.

Anyone have any suggestions?

I am using Media Encoder 2020 on Windows 10.
