How to upload video without Media Encoder

I'm with a Federal agency that has Captivate 2019 licenses for standalone PCs. We can no longer include videos in our Captivate products because Media Encoder is no longer licensed for our PCs. We have other tools for creating mp4's, etc to upload to Captivate but we keep getting messages that Media Encoder is needed to convert the videos. How can we include a video in our Captivate products, and/or how can I reinstall Media Encoder in our stand alone machines?  wtsthree

AME is not available as a single product. So if it is not coming with Captivate, you need to licenense either PR or AE to get it.

Media Encoder was a part of the Captivate 19 standalone licenses that we purchased. Being able to use videos in our SCORM products is central to using Captivate.  Even if we cannot use AME, is there a way to upload .mp4 videos?  We have several other tools to convert videos what file format can be uploaded and made part of Captivate published products?
