Is it possible to use Media Encoder free?

The full question is: Is it possible to use Media Encoder free without buying Premiere Pro or After Effect?

Because I want to use Media Encoder, But I don't want to buy Adobe Premiere Pro or Adobe After Effect.

And Can I still use Adobe Media Encoder after the trial ends? (I guess not.)
