Keep the qualtiy of a low bit rate video

Hi everybody.

Recently I learned (thanks to you guys) how to export a video on Media Encoder and very low bitrate.

The problem is that the output video has nearly the same bitrate from source, but quality had declined a lot.

I can't seem to figure out how to keep the original quality.
