Media Encoder 14.3 Freezes during launch on '3Dblowapart.rpm

Downloaded the newblue effects plugin, then neither after effects or media encoder would launch. So I uninstalled the plugin, and then completed a fresh installation of both programs multiple times, including a removal of preferences. After Effects has now begun to work, but upon launching, Media Encoder has continued to freeze on "Loading 3Dblowapart.rpm". I have deleted the plugin from all corners of my files in my computer and have also tried to reinstall it and delete it again in case there was an unmentioned error during the uninstall period.
