Media Encoder 2021 Doesn't Open

Media Encoder 15.4.1 does not open on my machine. It hangs on the splash screen. If I roll it back to version 14.6, then it seems to open -- but not too useful as I am working in an AE Project on its latest version.

Lenovo System Model 20YQ003AUS
Windows 10 Pro 64-bit 20H2

11th Gen Intel(R) Core(TM) i7-11850H @ 2.50GHz 2.50 GHz

RAM: 32.0 GB (31.7 GB usable)
Intel UHD Graphics and NVIDIA RTX A2000 Latop GPU

    No that didn't help as I was unable to open Adobe Media Encoder at all. Eventually this is something that our IT Department fixed, but I am unaware as to what they did.
