Media Encoder 2021 (v15) Won't Start - Stuck on Splash Screen

I haven't been able to open Media Encoder or export from Premiere since I most recently updated Windows 10. I've tried uninstalling and reinstalling both Premiere and Media Encoder, but cannot get Media Encoder 2021 (v15, v15.1 or v15.2) to open. I am able to open Media Encoder 2020 (v14.9) no problem, so I don't understand why I'm having such an issue with the 2021 version of this software?

What happens when you import the Premiere Pro project directly in AME?

I opened the creative cloud software and updated my Media Encoder 2021. It worked for me

I had the same issue. I am unable to start Media Encoder with the Creative Cloud on desktop, I was able to start it via the web interface.
