Media Encoder captions settings greyed out

Question

I am hoping to use Media Encoder to run watch folders with the pupose of standardizing all content to MXF or other similar format. Currently the "Captions" tab on export settings has all options greyed out. Have tried changing the export preset with no luck.

I found an older post about a similar issue and an Adobe employee referenced (Beta) 23.5.0.16 had a fix, but that is no longer available for download.

So far I have tried 25.0 and 23.6.8, same issue on both. Does anyone have a known good version or tested workflow for this?

Update, have done some testing and found that the settings are available when I use Watch Folders, which is how I'll be using it anyway.  However, captions are still not exported.
