Media Encoder CC 2017 Crashes when not running as Administrator

It's exactly what the title says.

I have tried to export using different settings both in Premier Pro and Media Encoder, however unless the Program is running as administrator it freezes up and eventually crashes.

Any ideas?

What is the exact version of Premiere Pro and Media Encoder (check in the Help menu)?
