Media Encoder creating proxies takes too long

I have one file in particular that is taking so long that something must be wrong. It is one of around 8 files that come from the same source camera and format. All the others created proxies fine, but this clip which is only 30 seconds long has been encoding for 1 hour already and estimates another 32 hours before completion.

Something is clearly wrong.

The files came from my Phantom 4 pro and are recorded in .MOV file but in order to use them in premiere pro I change the extension to .mp4.

I have tried encoding both formats and this one file always acts the same. The formatre I am creating the proxies in is H.264 at a 1080 frame size.

Renderer is a Mercury Playback Engine CUDA
