Do you happen to use MXF files in your AE project?  Similar issue was fixed on the latest CC2018 version.  You may want to try CC2018.1.2 version if you haven't yet.

Also, CC2019 is now available if you would like to try the very latest version.

I have no use MXF, only mov or mp4

my version is 15.1.2

and you are using AME 12.1.2?

Was your AE project created in older version?  If so, could you try creating a new project file with AE 15.1.2?

What happens if you export into other format than H.264?
