MEDIA ENCODER LATEST VERSION WON'T OPEN.

I tried to open Media Encoder as a stand alone application as I need to make proxies of footage I recently shot.  As I clicked on the application to open, I got this message:

Adobe Media Encoder has encountered an unexpected error and cannot continue.

I uninstalled the application and re-installed it.  I assume I was installing the latest version.  

I still received the same message

Adobe Media Encoder has encountered an unexpected error and cannot continue.

What's UP????
