Media Encoder not opening / working when trying to export from Adobe Effects

I have been working on a video in Adobe Effects and have not had any issues exporting it to Media Encoder until recently. I deleted some of the older files I was working on so that I didn't get confused about which one I was working on, but then Media Encoder wouldn't work and would give me an error saying I deleted the files in OneDrive and to restore them from the OneDrive recycle bin.

So I did that, but it's still not working. In fact, I'm no longer getting that error pop-up, but now it's not working at all!

What did I do wrong, and how do I fix it?

You mentioned "OneDrive". Please can you share the information how your workflow is when you are exporting. When you do a 'local disk' file export, not to the OneDrive location, does this change something?

If this is happening (or "not happening" may be the more precise way to reffer to it) when you choose File > Export > Add to Adobe Media Encoder Queue or Compositon > Add to Adobe Media Encoder Queue, I would uninstall After Effectcs and Media Encoder (you should be presented with an option to remove the settings, choose "no" for that), restart, and then install them again.   It sounds like something isn't working as expected with Adobe Dynamic Link (what handles sending Composition be sent Media Encoder) and a re-install should resolve it.
