Media encoder not using GPU (RTX 3080)

I have a 1080p 60fps 7 minute video that I made in After Effects that I want to render. On After Effects, Media Encoder, and Premiere Pro I have the CUDA GPU accelerator turned on. When ever I try to render the video, my GPU usage stays are around 8-10%, as if its not being used at all, and I see my CPU as 8-17%, and only four of the 12 cores in my CPU are being utilized, and its not even to the fullest. I don't know how to fix it so that its actually utilizing my GPU. Please help!

64GB 3200MHz Ram

RTX 3080

2 2TB m.2 NVMe SSD

Hi,

Although I am not done investigating my issue on my own using available ressources online (Thanks Adobe!). I would like to show support here by stating that moving to the last updates of both Pr and Me has brought me a huge drop in exporting performance (most notably with a project exporting without a fuss in last June now returning an error mentionning my GPU failing...).
