Media Encoder Preferences not opening

Hi, in Media encoder, if I click on Media Encoder-->Preferences to open the preferences nothing happens. Same is true for Keyboard Shortcuts. I was using v15 when this problem occurred and have updated to the latest v22.0 hoping it would solve it but it didn't. Also getting issues now with projects not coming through from After Effects and when they do, I get the blue dymanic link loading bar across the bottom and it doesn't render.
