Media Encoder v25.1 errors with a message that there was an error downloading enhance speech.

Question

one of my users has a problem with Media Encoder. she has Media Encoder v25.1 and PremierPro 25.1. when a podcast (or file) is opened in premier pro, it can successfully be encoded, however when she tried to offload the same encode to MediaEncoder so that she can continue working in premierpro, it gives a message that there was an error downloading enhance speech.

I have tested connection to

Test-NetConnection podcast.adobe.com -Port 443 2

Test-NetConnection cc-api-data.adobe.io -Port 443 3

Test-NetConnection ims-na1.adobelogin.com -Port 443

as true and successful, how can I fix this issue
