Media Encoder with .flv compression scheme

For the troubleshooters out there. I had Media Encoder 2019 (13.0.2) and was having trouble encoding a flash file (.flv). I was getting an error saying the file could not be imported because of the compression scheme. I also tried the same file in Media Encoder 2018 (2012.1.2) and got the same result.

Has anyone seen this error? Is there any resolution? Thanks!
