Media Encore CC and Premiere CC Crash on startup

Both applications crash on start up.  Error message for Adobe Media Encoder is as follows.

The application was unable to start correctly (0xe06d7363). Click ok to close application.

I have tried starting as admin (ctrl + shift).  I have uninstalled and reinstalled.  I have deleted preference files in App Data folder.  I have even tried a registry edit.  All to no avail.
