Media pending forever in Media Encoder CC 2018 in Windows

I have been having a frustrating problem where when I load Adobe Media Encoder CC 2018, all thumbnails say "Media Pending" forever. It worked fine yesterday, no updates, but of course now that I have a deadline for CBS/ABC it stops working. I have the PC version. I cannot "Force Quit" like Mac users can. (A Mac user had this same problem and supposedly solved it by 'Force Quit', which Windows doesn't have.)

I have tried clearing the cache, both within the software and manually, and everything else but nothing works. I need certain options only CC 2018 has so I really need to have this working (not to mention I'm paying a monthly fee for this).

Can someone please tell me how to fix this? It won't let me do any encoding in the cue because of the 'Media Pending'. I am tearing my hair out.

Where have you saved the media files that you are trying to encode?
Is it a .prproj or .aep file?
Are you using Windows 10?

We use Windows 7. .prproj and .aep files are Project Files - we aren't sending project files to ME CC 2018 - we use it as a standalone tool to quickly re-encode finished MXF files.

Just to avoid confusion, I should to point out that the issue is not in Premiere Pro CC 2018 - it is in the standalone Media Encoder CC 2018 only. We use the standalone Media Encoder CC 2018 a lot to quickly generate various video formats from our master MXF files -- so we don't have to open up Premiere Pro for the various television stations that run our television series. Premiere Pro works fine and we have no problems exporting from it.

I should stress that the problem is random - the locations of the files have not changed and there have been no changes to the edit suite. It quite literally worked one day and not the next. I ended up having to import the MXF into Premiere Pro and export into the desired format from Premiere, which is not efficient for dozens of files that go to different broadcasters. (That's why we need the standalone Media Encoder CC 2018 working.)
