mfplat.dll is missing

I cant start programs like Media Encoder and Premiere rush becase of system error. When starting up i got a message like cant start program because mfplat.dll is missing. Try to reinstall.

Reinstall does not solve my issue. 

How to safely get mfplat.dll?
