Premiere Pro proxy batch (127 files) crashed Media Encoder, now permanently stuck on splash screen at ExporterBMP.prm

Hello, I'm experiencing a critical hang on startup with Media Encoder that persists even after a clean reinstall and cache purge.

I sent a massive batch of 127 heavy videos from Premiere Pro to Media Encoder to create proxies. Media Encoder choked on the massive queue, froze, and crashed.

Now, whenever I try to open Media Encoder, it freezes indefinitely on the splash screen. After removing some conflicting third-party plugins (Film Impact) that it initially got stuck on, it is now permanently crashing on native modules. Specifically, it stops at: Cargando (177) ExporterBMP.prm.

Troubleshooting already done (None worked):

1. Cleared all Media Cache and Media Cache Files in AppData.

2. Completely emptied the MediaCore folder (removed all third-party plugins).

3. Deleted the Adobe Media Encoder folders in both Documents and AppData to reset all preferences.

4. Uninstalled Media Encoder via the Creative Cloud Desktop App (choosing to "Remove" preferences) and performed a clean install.

5. Attempted safe boot holding SHIFT and reset all options in the diagnostic menu.

6. Killed all Adobe background processes in Task Manager (including dynamiclinkmanager.exe) before starting.

Despite the clean install and completely clearing the dynamic link queue, the program refuses to pass ExporterBMP.prm. Did the massive 127-file proxy queue permanently corrupt a deeper system registry, or is this a Windows user profile permission issue?

Any advanced troubleshooting steps are appreciated. I am on Windows.
