render a video with a still image and audio, low size

hi

how can I render a still image in a 1-hour video with music in low size?
lowering the Mbps will damage the image
do you know any codec or file extension that can know if the video has an image and don't render it every second, hence 1 HQ image size + 1-hour WAV size = video size

and is there any way I can do that with loop videos and low frame rate videos?
