Too little cores and little of the cpu is used too much and it slows down render times why?

My previous machines had 4 core and 6 core processors now that I am using 10 core removing threads makes the render faster. The previous two often used only betweeen 20% and 60% of the cpu now it sky rockets to 100% but at 100% it is slower ten wehn I reduce it to 60%.
