Trying to create Proxies so that I can work with 4K footage. When I click Create Proxy. Error message appears. Adobe Media Encoder is not installed. Please download and install it to use this feature. Go to https://creative.adobe.com/apps. I go ther and try to install but then I get another Error message.

Hi Paul, 
only matching versions can communitcate correctly. E.g. PPro2022.x->AME2022.x, PPro2023.x->AME2023.x, PProBETA->AMEBETA (latest!). 
My suggestion: Relaunch your Computer. Install the latest AME + PPro. I think you already have done this. Launch AME, first(!). Wait until the UI is up and the PresetManager has scaned all preset. On the very first launch this can take up to 1-5 min. Quit and launch AME again. Now open PPro and do your Proxy workflow.
(If you are on Mac with the latest OS, there are some seldom cases where you need to confirm the first AME opening via the system preference securtiy settings.)
