V 22 does not allow hardware encoding with VBR 2 Pass

Works with VBR, 1 pass but switches to Software Encoding on 2 Pass.  Error message says "system hardware does not support hardware acceleration for corrent settings."  Almost sure it worked fine with previous version.  Installed previous version but it can't enciode V 22 Premiere files.
