Video Limiter in AME ist not Limiting to RGB values

I have to encode a video for german broadcast (according to ARD_ZDF_HDF01a specs).

So can use the profile in AME and use the Video limiter.

But even the strictest setting limits RGB values to 0-255 NOT 16-135.

Is this correct or is it a mistake in the menu or is it a bug?
