Video output size issue.

I've been given a video which I need to add a simple footer to right throughout.

The video provided is an .mp4, 1280x720 running around 33mins, 60mb but when I export it through Media Encoder I can't seem to get it anywhere near 60mb while maintaining the quality of the original.

The lowest Target Bitrate setting gets me just over 70mb but the quality is unusable.

Any ideas how to export an .mp4 with similar settings?

VLC says the codec on the original video is: H264 - MPEG-4 AVC (part 10) (avc1)

If the video was recorded via a web-meeting service like Zoom or Teams, it will be hard to match the file size. But, if the video has little movement (like mostly talking heads and static slides) you can try increasing the Key Frame Distance to something like 300: (It is in the Advanced Settings, you might need to twirl it open)

The bitrate determines quality.  You will need to increase the bitrate to increase quality.

That is the point. You may not be able to achieve both high quality (high bitrate) and small file size at the same time.
