What is the new equivalent for FLV and SWF?

I've seen on searches that the FLV and SWF formats have been removed from Adobe Media Encoder. I'd like to put a video into Adobe Animate to edit and the only options to play and edit in timeline are FLV and SWF. How do I do this?

Putting in an H.264 only allows viewing in the timeline. Not editing or exporting. This means that I can't be specific with deleting and changing certain frames.
