Why are outputted videos so high in file size?

I have a video that I want to rencode to a smaller file size. The original file size is 16 mb, but when I input it into Media encoder, even though I had set the bitrate to 0.19, the size size somehow jumped up to 50mb. I tried turning down the resolution hoping that would decrease the file size, but no, its still the same file size. Can anyone help me with this issue?

We're sorry to hear about this. Are you using H.264 for the export? If so, please try HEVC & check if it results in smaller file size.

I understand what the problem is now acctually. Premiere Pro has a limit on how low the bitrate could be. And for most videos (That Im working with at least), the limit is pretty high. 0.19 Mbps or 190 Kbps. I cant go lower than that. Also Premiere Pro doesnt match the Bitrate and other settings correctly and sometimes re-encodes the video at a higher video/audio bitrate than it already is. All it really matches is just the frame rate and the resolution. I have to most of the time use either Hand Break or WonderShare Video converter to lower the bitrate past the limit. I dont know why Premiere has a limit for video bitrate but I was at least able to find a solution.
