Why Does Video Not Play On Client's Computer?

I sent a client a 30-minute video I produced in Premiere/Adobe Media Encoder and it does not play. Client tried it in Windows Media Player and VLC Player on a Windows 10 computer. I used the Windows Media Player codec HD 1080p 29.97 preset. Video plays perfectly on my computer, but not on my client's computer. I have also had similar issues in the past when using the H.264 output preset. Seems no matter what I do, my videos will not play on my customer's PC or Mac.

I need to know what is the preferred output when making videos to be played on a computer. Is there not a universal format that will play reliably?

If you want a "universal" format that most anyone can play on PC, Mac, tablet, online, that is .mp4 (H.264).
