won't queue from Premiere Pro 2022

Hi, what are the first a few things to check when clicking "send to media encoder" won't do anything? It doesn't launch ME. I have a few videos to export at once and now using within ME to queue one by one instead of doing it from ppro.

I have restarted the PC, but have not re-installed the apps yet. can't afford to download again while working at this project.. looking a root cause without re-installing the apps.
