Adobe XD and Creative Cloud get stuck while downloading

Question

I was using free version of Adobe XD on my PC, for some reasons I changed my windows and I needed to reinstall Adobe XD. I tried downloading it through creative cloud and through individual downloader for XD as well, but in both cases the downloading gets stuck in between 17.5 to 20%. I tried restarting my PC several times, I tried reinstalling my Graphics Driver. The internet was working fine as well. I also tried another adobe account and Creative Cloud Cleaner but none of it worked.
