Adobe XD did not open after installation.

Hi, can you please help me with adobe XD. I have already done almost everything says in an adobe forum regarding the crash issue that happens when opening adobe XD.  I already uninstall and install Adobe XD, restart the machine.  I've done this already https://helpx.adobe.com/xd/kb/adobeXD-launches-into-white-screen-on-windows.html but still my adobe XD is not working.  Hope you can help me with this problem. Thanks.

Do you have XD as well as your OS both on the latest versions?

I am using adobe cloud desktop. 

and my XD version is 29.1.32
