Adobe XD Lottie animation triggered on hover

Hover in Xd only works with hover states on components. You can't really use it as a trigger anywhere outside of components, although I agree it would be nice to have.

Right now you can put the lottie animation in a component with a hover state. Have it as "No playback" on the default state, and on the hover state set it as "Play Automatically". It will now start playing while you're hovering on the component. Here's an example.
