Adobe XD: Sharing designs, "Anyone with a link" being forced to request access

I'm confused by a scenario that recently continues to be a problem. I create a shareable link and ensure that the share permission is set to "Anyone with a link": Meaning: Anyone with the link, can view/access/comment. Unfortunately, my clients consistently inform me that they can not access the link; it's "locked" and must "request permission" to view. This should not be the case unless I select "Only invited people". Am I misinterpreting here? Can anyone help identify if this is a bug? or operator error. Thanks!
