Bug in XD layers

Within my layers I have created a couple of folders - 2 folders contain svgs and the other folder contains 2 x pngs. When I create a rectangle shape and place this layer underneath the folder with the 2 x pngs it remains on top of it. Why is this happening?

Does that happen with a specific file or all files?
