In the meanwhile, if you are a group of people using Creative Cloud, you can purchase a team license from a reseller in your country.

Please follow the below steps to purchase a team license from a reseller in your country: Go to https://www.adobe.com/partners/partnerfinders.htmland click this link: Authorized Platinum, Gold and Certified Resellers >  Adobe authorized resellers are focused on reselling and supporting Adobe digital media products and solutions Type “Pakistan” for the country, then click the blue Find button to display the resellers who can sell in Pakistan.
