Can't Find XD App in Enterprise CC Account

I have two new hires at my company who have been given full Enterprise Creative Cloud licenses. The problem we have is that XD is not available for download in the Creative Cloud app. I read through forums that said to wait 24-48 hours for it to appear, but that time has passed and it is still not available. How can my new hires get access to XD?
