Cannot update link for both online and offline file

We have a collaborative online file that couldn't be opened a few months ago, and then we have to save the file as a local file so that we can maintain the same link. Yesterday, the local file could not update the link, and neither cannot create a new link. How can we resolve the problem? We need to keep the same XD link.
