Carousel Layer Order

I know I have the layer order wrong. The carousel works on click of the left and right controls, but I also need a hover state for those controls.

    UPDATE: I have a new layer order, but I am still not getting that hover effect on the left and right controls. When I make components for the controls and add a hover effect, I will have nested components and then I lose my sliding interaction. Here is an updated view:
