Counter changes position from one state to the next as part of a larger component.

I have a graph that animates changing proportions between one year to the next. 
Can I make the counter maintain its function (say changing from 13% to 45%) while moving from one point to the next between states to correspond to the changing shape of the graph as percentages change between years?
