Downloading free starter plan Adobe XD

Hi. I was told there's a free Adobe XD starter plan. When I try to download it, it's only giving me a 7 day free trial option or other packages that aren't free. Anyone know how I can download the starter plan? I'm in Israel- maybe it's not available in all countries?
