Drop shadow disappears when clicking away for Rectangle

I have applied a drop shadow to the Top Nav's Rectangle. But when I click away from it the shadow disappears. I can successfully apply shadows to other rectangles but not this one. What am I missing here?

So if you ungroup the Top Nav the shadow will show up. Then I just grouped them again. Looks like a bug somewhere. Been very glitchy today. My computer is very poor.
