Enterprise plan has XD Starter plan?

I have enterprise account, and my XD has Starter plan label on it so now I can't publish libraries. Is this right? What should I do to upgrade my XD plan?it alwasy redirects me to the regular XD pricing page, but I already have all the apps. PLEASE HELP!
