Fixed elements that link not moving in prototype

So I'll try my best to describe this issue... I have a sticky navigation bar on the bottom of the screen that links to other pages. On pages that scroll, the user cannot click on elements that are under where the bar is in the design even though it is fixed in the prototype. It seems that the fixed element doesn't actually move the click targets so anything under the bar cannot be accessed in the prototype.

So you can see the bar moved in the bottom image but if I try to hit that drop down arrow with progress it will go to "Hidden Students."

Is this a bug or do I have to figure out a new way to test?
