Fixed Position when Scrolling with Animation

Hello,


I am making a map that is suppose to be scrollable and then have pop up animations. I referenced this video to make my components for my popups. However here is the problem I am running into. I can't make my popup stay attached to the click point. So when I click on my map icon a popup with the country name pops up but then when I scroll around the map that popup doesn't stay in place with the clickpoint where I clicked it to appear. I've attached a video of the issue.

    I am also having the issue that once I click the clickpoint and the pop-up actually animates and pops up I can click it to go away however after that it won't let me have the animation go again. It's like a one click and done thing vs when you have a normal clickpoint no matter how many times you click there it's going to always do the same thing.
